The volts is obtained by connecting between line to line, whereas volts is between line and neutral. The color code used is white for neutral and black for the line hot wire. That’s why you’ll find a white and a black wire connected to the wall outlets. When you have a line to line connection for volts, one of the wires may be color-coded red to differentiate it from the other line which is black.

This is optional, for another color could be used except white or green which are always neutral and earth ground , or both wires could be black. Sometimes the electrician will wrap the end of a wire with colored tape instead of using a colored wire. This is for convenience, and should be done at both ends of the wire. The color of the tape always takes precedence over the color of the wire. The fact that your water heater has a black and a red wire leads me to think it requires volts input.

But if your electric source has black and white wires, it may only be volts. This is because power is in proportion to the square of the voltage. But don’t worry about burning up the water heater. Won’t get hot enough, unless you let the tank run dry.
